I've never personally never used paint.net but I would suggest trying to play around with creating different textures/looks. Like not on actual hair. But just trying to learn how to make the shapes/effects you need for hair. And then once you have an idea of how to get that effect, I would try it out on a chibi.
I've found that to work pretty good when trying out new coloring styles.

also if you want, I downloaded Paint.net & I could dig out my old mouse and could try to livestream with you to show you how I'd color hair in that program. Keeping in mind that I don't use that program but I could still trryyy.
I've taken a quick second look at GIMP and it seems to have much more options. So I may give that a try again.
